The year 2021 marked the 30th anniversary of China-ASEAN dialogue relations.Despite the protracted pandemic,China-ASEAN cooperation continued strengthening with fruitful results in multiple areas.In collaboration with the Institute of Asian Studies of China Foreign Affairs University(CFAU),China Report ASEAN chose the top 10 stories on China-ASEAN cooperation in 2021 and invited experts and scholars to share views on this unique year.

With the further development of economic globalization since the establishment of ties between China and the Association of Southeast Asian Nations(ASEAN) 30 years ago and the continuous increase in the scale of international students in China,the training of international talents has become an important approach to avoiding the risks of transnational investments.We established panel data by selecting variables from the period 2006 to 2017,including the scale of international students coming from ASEAN to China,the gross amount of China’s outward foreign direct investment(OFDI),and the GDP per capita of ASEAN countries to further explore the correlations among these variables.We applied a panel-vector autoregressive(PVAR) model to conducting a Granger causality test,a Gaussian mixture model(GMM) regression analysis,a Monte Carlo-based impulse response analysis,and variance decomposition of the data.The results show that the growth of OFDI exerted an obvious positive impact on the inflow of international students from the countries along the Belt and Road(B&R) within a short period,the growth of the scale of international students coming from these countries to study in China had a strong positive effect on OFDI,the training of international talents was conducive to promoting the scale of transnational investments,but the overall quality was not very high,and its economic contribution rate was low.It is also found that OFDI and the scale of international students from the countries along the B&R promoted the GDP growth to a certain extent and the positive accumulation effect fluctuated due to external factors.Therefore,it is suggested to expanding the scale of OFDI and improving China’s core competitiveness in international student education.Intensive management of investment factors should also be conducted along with sound development of training mechanisms for international talents.

For ASEAN countries,the COVID-19 conundrum this spring has become even more difficult,exacerbated by the Omicron variant and Russia-Ukraine conflict.The region’s key tourism industries have been among the hardest hit,and are now regarded by these governments as the launch pad for economic recovery.Now that the answer,reopening borders to international tourists,is becoming increasingly clear to leaders of these countries,that move is only the easy part.Unilateral effort by ASEAN alone will hardly boost its tourism to pre-pandemic levels.

On May 12 and 13,the U.S.-ASEAN Special Summit was held in the United States,the second such summit since 2016.The meeting,once“indefinitely postponed”by the White House,was the first chance for ASEAN leaders to meet U.S.President Joe Biden since he took office.The presidents of the Philippines and Myanmar were absent from the summit.President Biden announced that the summit heralded a new era of partnership between the U.S.and ASEAN,and told the ASEAN leaders at the summit that“a great deal of history of our world in the next 50 years is going to be written in the ASEAN countries,and our relationship with you is the future,in the coming years and decades.”

This article asks whether a regional security community has emerged in Asia with the potential to grow mature and seeks to make a contribution to the ongoing debate on this controversial topic.It advances the argument that states in this broad region are far from being able to develop a security community for reasons different from those provided by political realists,developmental statists,liberals,and constructivists(social,discursive,and emancipationist).The role of Association of Southeast Asia(ASEAN)and that of China provide excellent test cases for the theoretical proposition that the building of a successful regional security community requires at least two necessary conditions:liberal democracy and regional democratic leadership,which remain absent in Asia.

This year marks the beginning of the China-ASEAN Comprehensive Strategic Partnership,and bilateral relations are enjoying a significant upgrade.Against the backdrop of China-U.S.rivalry and an intense geopolitical situation,ASEAN’s relations with China and the U.S.have become more delicate and intricate.Although ASEAN clearly stated that it will not“take sides”in political disputes and conflicts,bilateral relations between China and ASEAN should not solely rely on economic and trade cooperation.A comprehensive and deepened China-ASEAN relationship is of paramount importance to the development of both sides.
