管、办、评分离:现代学校制度建设的关系重构

         

摘要

The separation of management,operation and evaluation is the highlight and difficulty of reform of the education system , and it is also the inevitable choice of constructing modern school system . Therefore , government needs to balance the relationship of delegating power ,authorizing power and supervising power properly. In the path of government delegating power and society evaluating ,government ,on one hand ,should transfer the right of running a school to the school itself ,realizing transition from micro-management to macro-management;on the other hand,government should make great effort to cultivate social evaluation institutions and put the evaluation right into hands of society institutions . Therefore , government needs to make good macro-arrangement and schools need to refine internal operation and actually improve school-running quality ,which is an efficient way of realizing the separation of management,operation and evaluation,and also the only way of advancing construction of modern school system quickly.%管办评分离是教育体制改革的重点,也是难点,是建设现代学校制度的必然选择。因此,政府要把握好放权、授权、监权之间的关系。在政府放权、社会评价的路径中,将办学的自主权交给学校,实现由微观管理到宏观管理的转变,大力培植社会评价机构,将评价权交给社会。政府要做好宏观统筹,学校要精化内部治理,切实提升办学质量和水平,这是实现管办评分离的有效途径,也是快速推进现代学校制度建设的必经之路。
