In order to prevent lowering of mental activity such as dementia, there is a metal evaluation apparatus for evaluating a metal activity by registering inquiry contents by a doctor and electronically managing the answers. However, in such a conventional mental evaluation apparatus, an examinee is disinclined against evaluation of judgment ability and it is impossible to appropriately monitor the lowering of the mental activity of a user. A judgment ability evaluation apparatus (100) includes output means (102) for outputting a problem to a user, input means (104) for inputting a user’s answer for the output problem, judgment means (105) for judging whether the input answer is right, and evaluation means (106) for evaluating the judgment ability of the user according to the judgment result.
