The element (1) has a base body (4) made of material and comprising outer and inner surfaces (6, 8), where the inner surface is limited by a through hole (10). Retaining area (14) for retaining fluent substances and output area (16) for outputting the fluent substances are formed in a region at an end (12) of the through hole and spaced from each other along base body longitudinal direction. A coating element (18) is coupled with the outer surface of the base body for partially enclosing the base body and made of another material that is different from the former material. An independent claim is also included for a dispenser device comprising a tank and an operating member.
