Chapter 14 in the 13th Five-Year Plan for Economic and Social Development of the People's Republic of China points out that colleges and universities should attach more importance to the promotion of human development competence. This is higher requirement for the supply-side structural reform of higher education in China. Classroom teaching is the main channel of cultivating talents in higher vocational education. The classroom teaching and teaching method should be transferred to the direction of promoting development competence.
