我国教育“管办评”分离机制创新:问题与对策

         

摘要

The mechanism of separation of“management, operation and evaluation”is an important ap⁃proach to deepening the educational reform in China. At present, there are many problems in the process of sep⁃arating“management, operation and evaluation”, such as lack of relevant laws and regulations, lack of empow⁃erment of schools, and lack of participation of the social public. To further promote educational reform, inten⁃sive strategies should be adopted, including the establishment of the“market+regulation”model of public ed⁃ucation;the establishment of school management laws to provide legal protection for the mechanism innovation;improving the internal governance structure of the school to establish modern school system; establishing“self-assessment+external assessment”model to introduce the performance accountability.%“管办评”分离机制是深化我国教育体制改革的重要举措。目前我国教育“管办评”分离机制探索中存在缺乏专门的法律法规保障、政府对学校赋权不足、社会力量参与度不高等问题。深入推进教育管办评分离,需要加大政府放权力度,建立“市场+监管”新型公立教育形式;设立专门的学校管理法,为机制创新提供法律保障;立足建设现代学校制度,完善学校内部治理结构;引入绩效问责机制,构建“自我监测+外部考核”评价体系。
