边远地区国家通用语言文字教育薄弱问题的归因分析与对策建议

     

摘要

国家通用语言文字教育薄弱地区主要是边远地区乡土社会,包括山区、牧区、边远民族地区;只有把国家通用语言文字之根深植于乡土社会,其薄弱问题才能解决。边远地区乡土社会国家通用语言文字教育薄弱归因有如下矛盾与解决对策。供需矛盾是我国社会主义初级阶段基本矛盾的反应,这是国家通用语言文字教育薄弱地区之所以薄弱的根本原因,要靠发展与倾斜政策来解决;学校制度和高考制度存在双轨制等教育体制结构性矛盾,要靠全面深化改革来解决;人们认识不统一、干部工作作风问题乃至双语教育模式选择之争等基本上是人民内部矛盾,要靠协商、说服、批评等民主的方法来解决;极个别地方个别阶段残存的阶级斗争,要用人民民主专政来解决。无论哪一个矛盾,都要依靠中国共产党的领导,依据宪法与法律,依靠人民群众和广大教职员工,才能逐步有效解决。%The weak areas of education of the standard spoken and written Chinese Language are mainly in the remote districts ,including mountainous areas ,pastoral areas and frontier areas .The weak problems can be resolved if the roots of the Standard Spoken and Written Chinese Language are deeply planted in remote districts .There are four countermeasures being found through the analysis . Contradiction of demand and supply ,which is the reflection of the basic contradiction in the primary stage of socialism ,is the key reason of the weakness of the standard spoken and written Chinese Lan‐guage in the weak education areas .It should be resolved by preferential policies and economic develop‐ment ;the school systems and the college entrance examination systems exist structural problems of educational systems ,for instance ,dual system ,which should be solved by overall and thorough re‐form ;divided understanding , bad leadership style and disagreement shown in bilingual education mode selection is contradiction among the people ,which should be handled through science and de‐mocracy ;Class struggles found in some few areas should be settled by people’s democratic dictator‐ship .No matter which contradiction is ,we must rely on the Communist Party of China according to the Constitution and law ,relying on the masses and the majority of faculty and staff .Contradictions can be gradually resolved .
