Context and setting Learner assessment is essential to provide feedback for improvement. In workplace learning contexts such as residencies, evaluations are based on multiple observations of performance. Thus in residency training programmes, faculty staff assessments of resident doctors' (residents) performance in observed clinical care are essential to assess resident competence. Although faculty members are expected to assess residents, there is rarely 100% compliance. This may be especially problematic in settings in which faculty-resident teams are not stable for an entire rotation, such as in an emergency department or clinic rotation. In some settings residents may work with different faculty members every shift or every day. In these cases, it is not always clear which faculty member should be completing resident assessments and faculty staff may choose which residents they will or will not assess.
