中国创建世界一流大学的规模、质量、成本与效率

摘要

在我国建设世界一流大学的时代背景下，本文以我国世界一流大学建设的重要举措———“985工程”为例，通过经济学中的多产出组织模型，采用2005~2008的面板数据，利用整体规模经济和特定产出的这两个指标，从规模和质量的角度，分析了“985工程”大学的成本与效率。研究发现，在引入科研质量后，“985工程”大学的效率得到了明显提升。基于这一发现，本文建议未来我国的世界一流大学建设应从规模的扩大逐步转向质量的提升，进一步挖掘质量提升带来的成本降低、效率提高的潜力，以更有效率的方式促进我国更多大学早日成为真正意义上的世界一流大学。%Against the backdrop of the construction of world-class universities in China,this study gives a case study of “Project 985 ”,a construction project for promoting the construction of world class universities in China.It adopts the multi-product organization model of economics and the panel data from 2005 to 2008 as well as the two indexes,the economies of scale and the product-specific e-conomies of scale,to analyze the cost-efficiency of “Project 985 ”universities and the impacts of the quality.The study finds that when the research quality has become an assessment indicator,the effi-ciency of “Project 985”universities gets obvious improvement.Thus,it is necessary to improve the quality rather than the quantity in the process of constructing world-class universities in future,which can reduce the costs and improve efficiency through bringing all the potential into full play and quicken the steps of constructing world-class universities in the true sense of the term.
