论国家治理体系现代化视野中的基本公共服务均等化

摘要

基本公共服务均等化是国家治理体系现代化的重大理论与实践问题。既有的“国家中心论”理论研究与实践运作在促进基本公共服务均等化的同时，依然面临着非均等化的挑战。因此，应该以国家治理体系现代化来推进基本公共服务均等化，这包括：强化政府的基本公共服务职能、理顺政府间关系、实现协同治理、建立健全公民参与与问责机制、全面推进基本公共服务均等化的法治化。%The equalization of basic public services is a major theoretical and practical issue of state governing system modernization. The existing researches and practices of equalizing the basic services are based on the state-centric theory, which promotes the equalization of basic public services, but at the same time faces the challenge of non-equilibrium. Therefore, it is necessary to modernize state governing system to promote the equalization of basic public services, including: strengthening the government 's basic public service functions, coordinating the relationship among governments, realizing cooperative governance, establishing the citizen participation and accountability mechanism, and promoting the rule of law.
