A Study on the Equalization of Population and Family Planning Basic Public Services

Basic public services of family planning is different from other public services,which is designed to meet the special needs of controlling practice birth of individual and family.In fact,equalization of public services is in the public finance area.Whether to formulate standards or to establish the content of basic public services,we can't bypass the regional differences of fiscal capacity.To provide a reliable basis of population and family planning basic public services,we estimate the funding needs of equalization quantitatively and build equalization allocation model by standard person coefficient.
