我国教育政策伦理的演变与走向--以县域教师轮岗交流政策为例

             

摘要

The ethics of education policy refers to“the ethics in education policy”,it emphasizes on the morality in educational policies. It is the summation of ethics criterion and moral principles through the whole educational policy activities. Exploring the policy ethics of the rotation and exchange of teachers in the countries means to solve the problem of “how to adjust the policy and to make it better”. By discussing the evolution of Chinese ethics of education policy,we can see that the public power has gradually revealed. By analyzing the present situation of the rotation and exchange of teachers in the countries,we can find that the“mismatch power”is still in the leading position. Therefore,the trend of the Chinese ethics of education policy should be“taking the policy of serving for the people as the ultimate aims”%教育政策伦理是“教育政策中的伦理”,强调的是教育政策自身所蕴含的道德性,是贯穿于整个教育政策活动过程之中的伦理规范与道德原则的系统总和。探讨县域教师轮岗交流政策的政策伦理即“这个政策怎么进行调节才是好的”的问题。通过对我国教育政策伦理的演变的探讨,可以看出“逐渐还原的公共性”日趋彰显;通过对我国县域教师轮岗交流政策系统的运行现状的探讨,可以看出“错位的权力”仍居主导。因此,我国教育政策伦理的走向应当是以“复归于仁的教育政策”为归宿。
