“Promoting education and strengthen our country” is the core spirit of the Northwest Union University during the years of Anti‐Japanese War ,which was demonstrated in the normal college's aiming at serving the local education . The mission was voluntarily taken by the normal college in accordance with the national strategy of the time . T he normal college took a range of practical measures in training qualified teachers , promoting primary and secondary education , and advancing social education in the northwestern areas of the country ,and great accomplishment was achieved .It is under the enlightenment of this type of practice that the contemporary normal colleges undertake the mission of serving local education . Normal universities should take deepening comprehensive reform of teacher education as the starting point to strengthen the cultivation of high quality teachers , promote the primary and secondary education in the local areas , boost the development of social education , and tighten the relationship with the local governments , primary and secondary schools , and local people .%“兴学强国”是抗战时期西北联大的核心精神，而这一精神在师范学院体现为眼光向下看，把服务地方教育作为自己的重要使命。这种使命的形成是师范学院在当时国家战略背景下主动、自觉而为的结果。按照服务地方教育的要求，师范学院围绕为西北地区培养高质量的师资、改进西北地区中小学教育和推进社会教育等方面开展了广泛而具体的实践和探索，并取得了巨大成效。在这种实践的启示作用下，新时期师范院校要承担起服务地方教育的使命，以地方实践为抓手深化教师教育综合改革，立足地方加强高质量教师培养，深入实践推动地方中小学教育，积极促进地方社会教育发展，主动加强与地方政府、中小学及民众的联系。
