广西食品药品检验检测资源配置的公平性分析

摘要

目的：分析广西食品药品检验检测资源配置的公平性，为加快食品药品检验检测体系建设提供依据。方法：收集广西食品药品系统8个食品药品检验所2014年的资源数据，采用集中曲线与集中指数，按人口分布和地理面积分布对资源配置进行公平性分析。结果：在岗实验人员数、检验检测设备数量、人均实验室面积和财政拨款按人口分布的集中指数分别是0.02、0.37、0.34和0.18，按地理面积分布的集中指数分别是0.24、0.29、0.22和0.37。结论：按人口分布，在岗实验人员数、财政拨款处于绝对公平状态，检验检测设备数量、人均实验室面积处于基本公平状态；按地理面积分布，在岗实验人员数、检验检测设备数量、人均实验室面积处于比较公平状态，财政拨款处于基本公平状态。各资源配置总量不高，分布局部不均衡。应加大资源配置总量，提升到高水平上的均衡状态。%Objective:To analyze the equity of food and drug inspection resources allocation in Guangxi in order to provide a foundation to speed up food and drug inspection system construction.Methods:Correlative data in 2014 were collected from eight food and drug institutes and analyzed by using concentration curve and concentration index. The equity of resources distribution was analyzed according to population distribution and geographic area distribution. Results:According to the population distribution,the concentration index of laboratory personnel on duty,inspection equipment,laboratory area per capital and government financing per capital were 0.02,0.37,0.34 and 0.18,respectively. According to geographical area distribution,the concentration index on those were 0.24,0.29,0.22 and 0.37,respectively. Conclusion:According to population distribution,laboratory personnel on duty and government financing per capital were in an absolutely fair state,inspection equipment and laboratory area per capital were in a basic fair state. At the same time,according to geographical area distribution,laboratory personnel on duty,inspection equipment and laboratory area per capital were in a relatively fair state,and government financing per capital was in the basic fair condition. In summary, the total amount of the allocation of resources is not high and local distribution is uneven. It is suggested that resources be increased and allocated equally in the high level.
