基于地价均衡的城市扩张理论命题与调控策略研究

         

摘要

The purpose of the paper is to explore a new paradigm of urban expansion based on the "reserved space" of China's construction, especially the boundary of urban development, the delimitation of basic farmland and the ecological red line, and to provide reference for decision-making and scientific basis. Based on the perspective of land-price equilibrium, this paper explores the premise, experience, cornerstone and development of urban expansion and control through establishing a framework of "literature review-case analysis-theoretical proposition-strategy choice-research paradigm" and other scientific issues. The research results show that first, the comparison of research paradigms shows that, unlike the foreign research paradigm of "reserve space" and the new research hypothesis that pays more attention to the urban quality and ecological environment quality improvement, most domestic research hypotheses are based on the "containment expansion" paradigm and more concerned about the impact of urban economic growth, cultivated land protection and food security. The choice of "reserved space" paradigm for urban expansion and future control is more feasible than the "containment expansion" paradigm. Second, the theoretical proposition holds that global urban expansion has an inertia "momentum growth" and the boundaries of inertia boundary together with the current boundary constitutes the "inertial space" of urban expansion. In the new era, the three unique boundaries of China i.e., ideal, moderate and limit boundary, are used to define the "green ideal" of urban expansion in the range of inertial space. The "cost" and "red alert"are the cornerstone and key of the choice of urban expansion control strategy. Third, under the guidance of theoretical proposition, the beautiful China construction should be based on the actual conditions of the new era and sustainable development requirements, and build multi-factor level city coordinated development model to reserve the green ideal, yellow moderate and red limit reserve space for urban expansion. It's also suggested that regulating future urban expansion inertial space on the scope of moderate reserve space is a more rational and realistic policy choice.%研究目的:探索一种基于地价均衡视角的城市扩张新命题,为美丽中国建设尤其是城市发展边界、基本农田和生态红线划定提供决策参考和理论依据.研究方法:文献综述法、案例分析法、逻辑推理法.研究结果:(1)研究范式对比发现,与国外"预留空间"范式、更为关注城市质量提高和生态环境品质提升的新研究假说不同,国内研究假说大都基于"遏制扩张"范式、更为关注城市经济增长、耕地保护和粮食安全影响,并且未来城市扩张调控选择"预留空间"范式要比"遏制扩张"范式更具可行性;(2)理论命题分析认为,全球城市扩张具有惯性"动量增生"特性,惯性边界与现状边界之间构成城市扩张的"惯性空间",新时代运用中国独特的理想、适度和极限三条边界、在惯性空间范围界定城市扩张的"绿色理想"、"黄色代价"和"红色警戒"三类调控区,是城市扩张调控策略选择的基石和关键.研究结论:在理论命题指导下,美丽中国建设应该依据新时代现实国情和可持续发展要求,构建多要素层次城市协同发展模型,为城市扩张预留绿色理想、黄色适度和红色极限三个预留空间,并建议将未来城市扩张惯性空间范围调控到适度预留空间内是当前较为理性和现实的策略选择.
