This is a qualitative implementation evaluation case study of the 2+2 program in Lancang County, Yunnan China. The focus of the study was teachers from various schools in Lancang County who were currently participating in the 2+2 program. Data in this study was collected through focus group sessions, individual interviews, a survey and archival data. For 2+2 to yield effective results the implementation of the program can be evaluated and the results utilized to improve the program. The findings of this study showed that some areas of Lancang County's 2+2 program are being implemented in a way that is yielding effective results. Data also showed that some aspects of the program are being implemented inefficiently. Recommendations are made suggesting how the program can be improved.
