PROBLEM TO BE SOLVED: To provide a method for preparing a lactic acid bacterium starter capable of exhibiting high fermentation activity, and a method for producing fermented milk using a highly active lactic acid bacterium starter prepared in this way.;SOLUTION: In the method for preparing the highly active lactic acid bacterium starter, cultivation of Bacillus bacteria and Thermophilus bacteria planted to coexist with each other in a skim milk culture medium containing 10% (W/W) or more of a skim milk component and 0.2% (W/W) or more of an yeast extract is carried out in a neutralized condition by controlling pH to 5-6.
