The present invention is a composition and method for the inhibition of miR-21 activity. The composition has a specific nucleoside modification pattern that results in a strong inhibitor of miR-21 activity. The composition can be used to inhibit miR-21 and can be used to treat diseases associated with abnormal expression of miR-21, such as fibrosis and cancer.
