Partnership for the Advancement of Infrastructure and Its Renewal through211 Innovative Technologies Transportation Component (PAIR-T) White Paper

This paper sets forth the vision, objectives, participants, collaboration areas,211u001eand funding considerations for the transportation component of PAIR, which is 211u001ecalled 'PAIR-T.' The purpose of PAIR-T is to create an environment that fosters 211u001ean unprecedented level of collaboration and synergy on research and development 211u001e(R&D), demonstration, testing, evaluation, and, especially, technology transfer 211u001eto state and local institutions, the true custodians of the nation's civil 211u001etransport infrastructure. The ultimate goal of PAIR-T is to accelerate the 211u001ecomprehensive renewal and advancement of the aging civil transport 211u001einfrastructure, moving toward the realization of a truly 'sustainable' system. 211u001eTheoretically, this ultimate sustainable system will be so maintenance-free, 211u001edurable, and efficient that fewer and fewer human, economic, and environmental 211u001eresources will be required to operate and maintain it. In the near term at least, 211u001ethe reality is likely to be somewhat less grand. More likely the Partnership may 211u001emean that more resources are freed so that a greater part of the transport 211u001einfrastructure that is wanting may be rebuilt or replaced at a faster pace than 211u001ewould otherwise be possible.
