In an age of unprecedented wealth and high employment, many children have difficulty accessing the health care system because of a lack of insurance coverage. Who are these children. Why are they uninsured. How has the system failed them in the past. What can be done to ensure access to the health care they must have to maximize their educational opportunities and, eventually, their contributions to society. This booklet has been created by the U.S. Departments of Education, Agriculture, and Health and Human Services to address these questions. It is written for the State officials who work for Medicaid, the State Childrens Health Insurance Program (SCHIP), the State Departments of Education, and Health and Human Services. It offers the best information available from research and experience on how to maximize school-based enrollment in the insurance programs that give children access to health care. The recommendations are based on a review of State best practices, undertaken by the three Federal agencies in preparation for a report to the President in July 2000.
