Serving the Dislocated Worker: A Report on the Dislocated Worker Demonstration Program

In September, 1982, the Employment and Training Administration of the U.S. Department of Labor, funded six one-year dislocated worker demonstration programs in Alameda County, California; Buffalo, New York; Lehigh Valley, Pennsylvania; Milwaukee, Wisconsin; Mid-Willamette Valley, Oregon; and Yakima County, Washington. Abt Associates was involved in the design of the demonstration and in providing technical assistance to demonstration sites. The experiences of the projects in designing and operating the dislocated worker programs are shared in this report to provide assistance to designers of Job Training Partnership Act (JTPA) programs. To facilitate preparation of integrated JTPA planning, this report focuses on aspects of dislocated worker programs that set them apart from programs for the disadvantaged.
