The report presents the various policy options States may use within the performance management system of the Job Training Partnership Act to encourage service to so-called 'hard-to-serve' individuals. There is no universal definition of 'hard-to-serve,' but it is used in the report to identify individuals with labor market deficiencies and barriers to employment. Adjustment models have been developed for each performance standard in JTPA to hold service delivery areas (SDAs) harmless for service to individuals with characteristics associated with more costly service and more difficulty in securing job placements. The report suggests two types of State policies that can be used to encourage service to hard-to-serve individuals: (1) reducing disincentives to serve the hard-to-serve; and (2) providing incentives to encourage increased service.
