PLAYING BY THE RULES

In November, the Financial Services Authority (FSA) issued draft proposals for new Listing Rules to protect minority shareholders from the influence of dominant shareholders. It sets out the circumstances under which it would consider reducing the free float requirement for a premium listing from the current 25% to potentially as low as 20%, albeit necessitating a beefing up of corporate governance as a quid pro quo.
