洪潮灾害承灾体脆弱性精细化评估与区划

摘要

A trend of disaster prevention and reduction work is to move forward the mitigation link which takes disaster management as the core . In order to improve the scientificity and effectiveness of disaster management , it is required to refine vulnerability assessment of disaster -bearing body . This paper proposed surface features as the basic assessment unit , taking secondary classification of land use as the basis , and formed vulnerability assessment index system of disaster-bearing body . In practice ,taking Pingyang county for example , a disaster - bearing body information database was established by using 3S technology to carry out the assessment and forming a refined disaster-bearing body vulnerability rating graph in this county .The results are widely used in disaster management .%以灾害管理为核心的减灾环节前移是防灾减灾工作的发展趋势。为提高灾害管理的科学性和有效性，要求承灾体脆弱性评估趋向精细化。提出以地物为基本评估单元，以土地利用二级分类为基础，形成承灾体脆弱性评估指标体系；在实践中，以平阳县为例，采用3S技术开展评估工作，形成县域内精细化的承灾体脆弱性等级分布图，建立承灾体信息数据库，其成果广泛用于灾害管理相关工作。
