Managing Flood Hazard Areas: A Field Evaluation of Local Experience (Requirements for Evaluating the Effectiveness of Flood Plain Land Use Management)

Procedures for evaluating effectiveness of local flood plain land use management as currently practiced were developed and tested. Flood plain use management is designed to lessen escalating flood losses. The conceptual approach to evaluating flood plain land use management is outlined and the proposed methodology described in terms of eight required tasks. The field procedures developed were tested in three communities: Raleigh, North Carolina; Jackson, Mississippi; and Littleton, Colorado. Economic, fiscal, environmental, and social impacts of each community's flood plain land use management program are analyzed. The experiences of the test communities were used as a basis for drawing substantive conclusions about land use management as an approach to flood problems.
