根据卓越绩效评价准则,结合测试/校准实验室特点,提出以“五个子系统”和“四个驱动项”为框架,分解战略目标,以测量指标为主线,构建测试/校准实验室卓越绩效综合管理体系。为有效实施该体系,设计测量指标评价体系运行及系统改进流程、绩效测量工作实施流程,建立了创新与改进工作的三维实施模型并提供了活动矩阵。%According to the criteria for performance excellence, considering the characteristics of the test/calibration laboratory, method of how to establish the integrated management system of performance excellence is elaborated. It includes the main idea of structuring a framework including five subsystems and four driving projects, decomposing strategic targets, and regarding the measurement goal as the principal line. In order to implement the integrated management system of performance excellence effectively, the procedure for evaluating the operation of target assessment system, and the implement procedure of performance evaluation is designed. The three-dimensional implementing model for innovating and improving is established, and the flexible matrix is provided also.
