《国家中长期教育改革和发展规划纲要（2010-2020年）》指出：学前教育对幼儿身心健康、习惯养成、智力发展具有重要意义。遵循幼儿身心发展规律，坚持科学保教方法，保障幼儿快乐健康成长。积极发展学前教育，到2020年，普及学前一年教育，基本普及学前两年教育，有条件的地区普及学前三年教育。重视0至3岁婴幼儿教育。学前教育是基础教育的基石，其教育质量的高低直接影响到基础教育的好坏。如何完善学前教育，如何选择学前教育机构是目前社会最关注的问题。%It is pointed out in "Outline of the National Medium and Long-Term Program for Education Reform and Development (2010~2020)"that preschool education is of great significance to children's physical and psychological health, habit formation and intelligence development. In this regard, we should follow the rules of children's physical and psychological development and insist on scientific protection and education methods, so as to en-sure their happy and healthy growth. Preschool education should be actively developed so that one-year preschool education can be popularized, two-year preschool education being generally popularized and three-year preschool education being popular-ized in advantaged regions by 2020. Besides, much importance should also be attached to the education of children aged 0 to 3. Preschool education is the cornerstone of basic education, as the quality of the former directly influences that of the latter. How to improve preschool education and how to choose preschool edu-cation institutions are issues attracting the most social attention.
