Concept of knowledge, knowledge hierarchy and knowledge system affect univer-sity academic organizations at the grass-roots level. The concept of knowledge transformation, the contradiction movement of knowledge system’s specialization and integration and the academic functions and the evolution of intellectual activity are the important reasons to improve the university academic organizations at the grass-roots level.
