新常态下的教师流动与合理配置:基于劳动力市场的分析框架

             

摘要

教师队伍构成了教育体系的核心,教师队伍质量是提高学生学习成果的关键。教育系统绩效的提高,很大程度上取决于教师队伍的综合素质和业务水平。新常态对教育改革发展提出了新的范式和分析框架,提质增效是教育资源配置的必然要求。不同国家劳动力市场呈现出不同特点,但共同规律是教师流动受到劳动力市场供给与需求的影响,受到多种因素的共同作用,并在一定的财政预算约束条件下达到动态均衡。同时,教师校际之间的资源分布与流动既要强调政策效率,也要兼顾教育公平,实现公平与效率的动态均衡。%Teachers are one of the core factors in the education system and teachers’quality is the key to stu-dents’learning outcomes. To a great extent,the performance and efficiency of educational system depends on teach-ers comprehensive quality and competence. The new normal puts forward new requirements of the development of ed-ucation reform in our country,enhancing quality and efficiency is the inevitable requirement of the allocation of edu-cational resources. Teacher flow is affected by the teachers supply and demand in the labor market and reach a dy-namic equilibrium in a certain budget constraint line. Due to the differences in the Labor market openness,the teacher flow exists significant differences in different countries. After a comprehensive analysis in the above,it shows that it is imperative for the government to establish perfect teacher labor market and governmental regulation mechanism so as to promote the orderly flow of teachers and the rational allocation of teachers’resources in our country.
