There are some confusions in the transformation and development of local undergraduate colleges and universities:the lack of personality in the local undergraduate colleges and the secondary college,the construction of teachers’team needs to be strengthened,the behavior is the old way,the ability to serve the local economic develop-ment is weak,there are come problems in the discipline and professional development. The main reason lies in the fact that there is a process in the transformation of school leadership’s concept,the continuous change of the policy and system,the confusion of the teaching management level,and there are some problems in the connection of the sec-ondary college and the universities. Therefore,it is the need to thinking from the following several aspects:the premise is to deepen the concept of transformation and development;the key is to carry out the construction of teachers’team, the foundation is to promote the construction of the distillation system,the condition is to strengthen the construction of material and resources,the basis is to promote the behaviors of teaching and managements,the supplement is to re-inforce communication and cooperation between local undergraduate colleges and universities both at home and abroad.%地方普通本科高校转型发展的困惑：校院个性缺少、教师队伍建设有待加强、行为实践中走老路、服务地方经济发展能力薄弱、学科和专业建设出现难题。其产生原因主要在于：学校领导的理念转变有一个过程、转型发展的政策和制度的不断更迭、教学管理层面的混乱、校院两级对接问题。为此，需要从下面几个方面进行思考：前提是深化转型发展的理念；关键是深入开展教师队伍建设；基石是升华制度建设；条件是物质和资源的建设；基础是改善教学与管理行为；补充是加强国内外高校间的交流和沟通。
