欧盟高等教育政策实施计划述评

摘要

欧盟高等教育政策对推进欧盟国家在高等教育领域的合作与交流、维持欧盟在世界的地位有着重要意义。“伊拉斯谟”(Erasmus)及“伊拉斯谟+”(Erasmus+)计划、伊拉斯谟-曼德斯(Erasmus-Mun-dus)计划、田普斯(Tempus)计划可以说是欧盟高等教育政策中的三个旗舰计划，其涵盖的内容丰富、涉及的国家众多，并在几十年的发展过程中成效显著，对促进欧盟高等教育的弹性整合与多元发展、加强欧洲公民意识与欧洲认同等都发挥了积极作用，未来将致力于引领东欧国家高等教育体制改革、持续创建欧洲高等教育区、加强语言教育、加强合作与交流。%The higher education policy of the European Union played an important role both in advan-cing the cooperation and exchanges in the field of higher education between European Union coun-tries,and in maintaining the status of European Union in the world.“Erasmus”and “Erasmus +”plan,Erasmus Mundus plan,and Tempus plan can be called the three flagship projects of the Europe-an Union in the field of higher education.These plans have rich contents,effective results,and a number of countries involved.In the process of decades of development,they have also promoted the integration of the elasticity of the European higher education and diversified development,strength-ened the consciousness of European citizens and European identity and so on,and its future develop-ment will also be in the leading countries of eastern Europe higher education system reform,continue to create a European higher education area,strengthen language education and the cooperation and communication to develop knowledge of economic and social development.
