高等教育公平的本质特征和量化测评

摘要

教育公平是教育平等与教育效率相互促进并持续提高的发展状态。高等教育公平是尊严和权利的平等与能力、分数、效率的提高相互促进的公平。实现高等教育公平目标必须量化测评不同学校、不同群体和阶层、不同区域高等教育平等、效率、公平和高等教育平等与效率相互促进的历史进程、现实状态和未来进展,采取有效措施,使不同学校、不同群体和阶层、不同区域的平等条件不仅不影响而且有利于促进这些层面效率水平的不断提高,使这个层面的效率水平提高不仅不影响而且有利于促进这些层面平等水平的不断提高。%Educational justice is a state of development of interaction and continuous promotion of educational equality and efficiency.Justice of higher education results from interaction between equality of dignity and right and promotion of ability,grades and efficiency.In order to fulfill the objectives of justice of higher education,a quantitative system should be introduced to verify historical courses,status quo and advance into the future of equality,efficiency and justice in different institutions,groups and classes and regions and interaction between equality and efficiency of higher education.So effective measures should taken to assure advantages rather than disadvantages of equality terms for different institutions,groups and classes and regions to promote a continuous rise of efficiency level,which will in turn be advantageous rather than disadvantageous to a continuous rise of equality level.
