PROBLEM TO BE SOLVED: To provide an utterance evaluation device, an utterance evaluation method, and an utterance evaluation program that can precisely determine variations in a fundamental pitch frequency even if distortion occurs to a voice waveform.SOLUTION: An utterance evaluation device includes: a frequency conversion unit that generates a first input spectrum obtained by frequency conversion of a first voice signal, and also generates a second input spectrum obtained by frequency conversion of a second voice signal before receiving the first voice signal; a spectrum conversion unit for generating a processed spectrum obtained by converting the frequency of the second input spectrum on the basis of a preset change rate; a correlation calculation unit for calculating a correlation value between the first input spectrum and the processed spectrum; and a control unit for determining variations of a pitch frequency from the first voice signal to the second voice signal on the basis of the change rate and the correlation value.SELECTED DRAWING: Figure 1
