中国质量出现转折--我国质量总体状况与发展趋势分析

Through continuous observation and comparative analysis of China's annual quality,its overall quality status and future development trend appears quite clear that shift occurs in the development of China's quality.The survey indicates that the overall situation of China's quality is on the path of development;the bottomGline of quality safety especially for food and medicine is basically buithe overall level of public service quality is still below the pass level though improved;the citizen's knowledge in quality is lower than the quality consciousness;foundation for the steady development of quality is not stable.Based on the data analysis,draws four overall characteristics for future development trend of China's quality:quality satisfaction demand historically exceeds the demands in quality safety;quality safety situation has entered steady increasing channel;micro product quality is closely correlated with economic growth in China and will become a driving important innovative factor in China's economic growth quality;the quality of public services is short board and will increasingly affect the improvement of quality level.The new trend of quality development demands that our country must vigorously promote the modernization of quality management ability of the government,adjust the quality management strategy,solve structural problems through deepening reform,increase the quality of public services,promote the macro economic growth through the improvement of micro product quality instead of through the macro structure adj ustment.%通过连续的年度质量观测调查和对比分析，我国总体质量状况以及未来发展趋势较为清晰地显现出来：中国质量发展出现转折。调查显示：我国质量总体状况呈现明显的上升趋势，食品药品等质量安全风险较高领域的安全底线基本筑牢；质量公共服务总体水平虽有进步但仍未达及格水平；公民质量知识、能力落后于其质量意识；质量稳定发展的基础尚不稳固。基于数据分析，得出我国质量未来发展的四个总体趋势性特征：质量满意需求超过质量安全需求的历史性变化正悄然发生；质量安全状况已经进入一个向上发展的通道；微观产品质量与我国经济增长呈现密切关联性，将成为驱动我国经济质量增长的一个极其重要的创新要素；质量公共服务的短板将越来越影响我国质量水平进一步提高。质量发展的新趋势，促使我国必须大力推动政府质量治理能力的现代化，调整质量治理方略，通过进一步深化改革来破解我国质量发展的结构性问题，加大质量公共服务力度，将现有的以政府宏观结构调整为主提升经济发展质量的做法，转变到主要依靠微观的产品和服务质量驱动经济发展质量的道路上来。
