英国高等教育内部治理的模式及标准

摘要

Britain has a high quality higher education with a diversified internal governance models and standardized governance guideline. This combination of diversification and standardization promotes the development of university's quality then provides an assurance for the implementation of different internal regulations in university efficiently. From the lateral perspective,the internal governance of university mainly includes the models of the Oxbridge、the Scotland University、the City University and the Post 92 University. From the longitudinal perspective, the Internal Governance Guidelines of UK offers a practical guide and standard for the University Council,Senate and Academic Committee. The characteristics of the internal governance of higher education in UK provide some implications to the internal governance of higher education in China.%英国高等教育以卓越的教育质量著称，多元化与标准化结合的内部治理促进了大学的高水平发展，保证了大学内部各项工作高效有序地开展。从横向看，英国大学内部治理主要包含了牛桥模式、苏格兰大学模式、城市大学模式和92后大学模式；从纵向看，统一的内部治理指南为不同治理模式下的大学理事会、参议会和学术委员会提供了具体指导。英国高等教育内部治理的特征和经验，对促进我国高等教育内部治理有借鉴意义。
