公益维权视角下对城管职责的新认识

The urban management bureau whether by violent enforcement or nonviolence enfirecemeat, has always been criticized by the public. The root of the problem lies in the system design. It＇s the only way to solve the problem of urban management that transforming the legal duty of the urban management bureau from purly administrative punishment to public rights maintenance.%城管局无论是暴力执法，还是非暴力执法，都招致社会舆论的不断质疑。问题的根源在于制度设计。实现由纯粹的行政处罚职能向公益维权职能的转变，是破解城管执法难题的必由之路。
