人的城镇化：新型城镇化建设的目标导向

摘要

The essence of new—type urbanization is urban—rural coordination,its core is urbanization of human,and its obj ective is to benefit the public and enrich peasants.It is the specific embodiment of Marxist view on scientific development in urbanization building,and also the actualization of Marxist hominology in contemporary China.The essence of urbanization of human is the transition of peasants into urban residents,that is,transition from traditional rural production and life style to modern urban production and life style.Our Party treats “urbanization of human”as the basic value orientation of new—type urbanization building.This is the intrinsic requirement for correctly understanding the principle of urbanization and establishing the scientific thinking on promoting the construction of new—type ur-banization,and also the inevitable choice for realizing the goals of “two centuries”.At present,the main approaches to promoting the urbanization of human are as follows:first,transferring people,that is, making the migrant peasants become urban residents;second,improving people,that is,making their a-bilities and qualities adaptive to modern urban civilization;and third,developing people,that is,realizing the all—around development of human gradually.%新型城镇化的本质是城乡协调，核心是人的城镇化，目的是造福百姓、富裕农民。这是马克思主义科学发展在城镇化建设中的具体体现，也是马克思主义人学理论在当代的现实化。人的城镇化，实质是农民的市民化，亦就是实现从传统农村生产生活方式向现代城市生产生活方式的根本转变。我们党把“人的城镇化”作为新型城镇化建设的根本价值目标导向，是我们准确把握城镇化规律、确立科学推进新型城镇化建设思路的内在要求，也是我们实现“两个一百年”奋斗目标的必然选择。当前，推进人的城镇化主要路径有：首先要转移人，促进农业转移人口市民化；其次要提升人，使人的能力素质与现代城市文明相适应；再次要发展人，逐步实现人的全面发展的最高境界。
