政府购买公共体育服务的风险及防范措施

     

摘要

Through the theoretical analysis and combining the investigation of the public sports service purchase practice in Changzhou,Taizhou and Changshu of Jiangsu Province and Wuhu of Anhui Province,the possible risks of the government's purchase of public sports services to the social forces are combined and the corresponding measures of risk management are put forward according to the problem.The main purpose is to provide the theoretical support for supply mode of government innovation service and healthy development of public sports service. The main risks are as follows:1) the transfer of public responsibility for public sports services and the risk of deviation;2) the public sports service to undertake the public responsibility deviation;3) the risk of supplier monopoly in public Sports service;4) the embedded government relationship resulting in the public sports service purchase projection effect and inertia effect risk. Prevention measures for the existence of risks include: 1) to improve the law and institution for the government to buy public sports services;2) to promote the spirit of public service and to cultivate public sports service culture;3) to improve the administrative function of the government sports functional departments;and 4) to strengthen the autonomy construction of the purchase main bodies.%通过理论分析,并结合江苏省常州、泰州、常熟,安徽省芜湖等地公共体育服务购买实践的调查,对政府向社会力量购买公共体育服务可能存在的风险进行梳理,并根据问题提出相应的风险治理措施,为政府创新服务供给方式和公共体育服务供给健康发展提供理论支撑.认为主要存在风险为:1)公共体育服务购买主体公共责任的转嫁与偏离风险;2)公共体育服务承接组织公共责任偏离;3)公共体育服务供应方垄断风险;4)政府关系嵌入使得公共体育服务购买产生投射效应和惯性效应风险.针对存在风险提出防范措施:1)完善政府购买公共体育服务的法律与制度;2)倡导公共服务精神,培育公共体育服务文化;3)提高政府体育职能部门的行政职能;4)加强购买主体的自主性建设.
