The quality control of topic research is mainly mid-stage inspection and acceptance knot, this management tool emphasis on the end of the examination and evaluation of the results, ignoring the quality of the research process control. Cannot let the whole research process run under controlled conditions, it can not discover and solve problems, so as to ensure the quality of results. Therefore, this paper put forward "quality control"concept, a clear division of the research phase, phased implementation of quality control,"in order to ensure the quality of the results of the quality of work"to improve the quality of work by researchers to ultimately ensure and improve the quality of scientific research. And vocational skills cer-tification exam development class subjects, for example, studied the methods of its quality control process.%现阶段课题研究的质量控制主要是中期检查和结题验收，这种管理手段偏重于成果的末端检验及评价，忽视了研究过程的质量把控。不能让整个研究过程受控条件下运行，就不能及时发现问题、解决问题，从而保证成果质量。因此本文提出“过程质量控制”的理念，明确划分研究阶段，实施分阶段质量控制，“以工作质量保证成果质量”，通过提高科研人员的工作质量来最终保证和提高科研成果质量。并以职业技能鉴定题库开发类课题为例，研究了其过程质量控制的方法。
