目的:在全民医保目标下,用底线公平的视角评价深圳市基本医疗保险体系的公平性.方法:借鉴政策过程理论中的夏康斯基模型,以定性分析为主,以2009年深圳市医疗保险统计数据为佐证,对3种医保制度运行绩效中表现出来的差异进行分析.结果与结论:深圳市基本医疗保险体系保障了各类人群的参保权利与能力,体现了制度可及性上的底线公平.通过制度设计,平滑了由筹资水平的显著差异造成的受益不公的风险,维护了体系的底线公平.%Objective: To value the fairness of primary medical insurance system in Shenzhen City in the baseline equity view. Methods: Using qualitative analysis to analyze the differences, which shown in the operation performance of the three medical insurance institutions. The analysis is based on the Shenzhen medical insurance statistics data in 2009 and by using the Sharkansky model in the theory of policy process for reference. Results and Conclusion: The primary medical insurance system secures the right and capability to attend the insurance of all kinds of people in Shenzhen City and reflects the baseline equity in the aspect of institution accessibility. In order to protect the baseline equity of the whole system, the risk of benefit unfairness, which may caused by the obvious difference of funding levels among the three primary medical insurance institutions, is ultimately reduced by the ingenious institution design.
