中国周边外交的跨界民族因素分析

摘要

The cross -border nationality is a special transnational ethnic group that has a profound impact on inter -state rela-tions.China has 34 cross -border ethnic groups,which can produce both positive and negative effects on periphery diplomacy of the country.On the positive level,it could be an important medium for economic cooperation,cultural exchange and social inter-action between China and the neighboring countries.On the negative level,the cross -border nationality may turn into the cross-border issues,including the rampancy of pan -nationalism,the growth of transnational social issues,the spread of unexpected events abroad,the international anti -China forces to subvert and the distribution of illegal religion.To some extent,all of these can undermine China to maintain normal relations with its neighbors.Therefore,China must pay attention to the role of cross -border nationality.In order to promote periphery diplomacy,we need to maintain the peace,security and affluence of border areas to realize the goal of “an amicable,secure and prosperous neighborhood”.%跨界民族是一个具有跨国性的特殊族群，对国家间关系有着深刻的影响。中国有34个跨界民族，其对中国的周边外交有着积极与消极的双重效应。就积极层面而言，跨界民族可以成为中国与邻国间经济合作、文化交流、社会互动的重要媒介，可以推进中国与邻国政治关系的发展。就消极层面而言，跨界民族可能会演变为跨界民族问题，突出表现为泛民族主义的猖獗、跨国性社会问题的滋长、境外突发性事件的蔓延、国际反华势力的暗中破坏以及宗教的非法传播等，一定程度上会破坏中国与邻国正常关系的维系。因此，中国需要重视与正确对待跨界民族的作用，以边疆地区的和睦、安全与富裕带动中国“睦邻、安邻、富邻”的周边外交方针的施展，以跨界民族为纽带促进中国与邻国关系的进展，从而实现周边外交的突破。
