The human resource is the first priority in education resource and the core factor to determine the long-term development.Aiming at the concept of human resource management, incentive mechanism, training and other aspects of the existing problems, universities should adhere to the people-oriented concept, strengthening teachers' moral education, innovating performance evaluation mechanism, the introduction of talents and personnel withdrawal mechanism, incentive mechanism, the training of staff education.
