OVERCOATING LEAD-BASED PAINT: OUTSTANDING ISSUES

Overcoating aged leadbased paint is currently a gamble. Helpful, detailed guidelines do not exist, mainly because information about how lead-based paint ages - and how the modes of aging affect its paintability - does not exist. In order for this technique to move from the province of gamblers into that of engineers, more knowledge must be acquired on the following: 1. What surface, exactly, are we trying to overcoat? 2. What deviations (rust etc) in that surface, and how much, can be tolerated? 3. What cleaning/pretreatment methods are best for suited for overcoating, from both the technical and the regulatory aspects? 4. Which commercially-available paints are best suited for overcoating?
