In the basis of commenting on and synthesizing modern six organization theories, this paper presents a new idea about organization theory ―an organization is an open system which not only makes great efforts to adapt to its environment, but also impacts even changes it. The force that an organization impacts or changes its environment depends on the organization's scale, structure and age, and is in inverse proportion to action cost. The force that an organization adapts to its environment is in inverse proportion to reform cost of reengineering the organization. The scale and structure of an existing organization is the interacted results of these two forces. In practice, because of inertia, organizations do not change continually, but at intervals.
