A control device 1 controls an electric compressor in a coolant circuit that circulates a second coolant for cooling the cooling water that circulates in a cooling water circuit for exchanging heat between a battery 2 and the cooling water. The control device 1 comprises: a detection unit 201 for detecting the temperature in a cell of the battery; an identification unit 202 to identify the charging rate of the battery; and a cooling control unit 204 for determining a cooling start cell temperature based on the charge rate identified by the identification unit 202 and for operating the electric compressor,to begin cooling the cooling water using the second coolant, provided that the temperature detected by the detection unit 201 is higher than the cooling start cell temperature determined. The cooling control unit 204 determines a higher cooling start cell temperature in a case in which the identification unit 202 has identified a first charge rate compared to a case in which the identification unit 202 has identified a second charge rate higher than the first charge rate.
