A development support device includes: an estimation unit that estimates the behavior of an energy storage device using a replacement circuit model that reflects a charge state (SOC) operating voltage characteristic in a high change amount range, where a change amount in an operating voltage in relation to a change amount in the SOC is relatively higher than in other areas under the SOC operating voltage characteristics during the charging and discharging of the constant current energy storage device; and an output unit that outputs a result of an estimate by the estimation unit.
