PURPOSE:To make it possible to provide wire material with constant tension at the time of winding the wire material by a drum member by transmitting constant torque corresponding to the pressure of a pressure fluid acting upon a friction member from a housing member to the drum member. CONSTITUTION:A friction member (a clutch plate) 5 is provided between a housing member 2 forming a drum with a built-in clutch and a drum member, and a pressure fluid is applied to this friction member 5 through a conducting hole 8, so that the friction member 5 functions as a clutch for transmitting torque corresponding to the pressure of the pressure fluid; the torque of a driving means to be transmitted to the housing member 2 through an axis of rotation 4 is thus transmitted to the drum member 1. As a result, constant torque can be applied to a wire material wound or delivered by the drum member 1, and the tension applied to the wire material can be thereby maintained to the constant value.
