PROBLEM TO BE SOLVED: To provide a packaging tray and a lower cushion which can be processed as a recycled material and can be dumped without causing an environmental disruption, and provide a simple structure for fitting these materials. SOLUTION: A tray 1 and a lower cushion 2 each are formed by folding a sheet material such as fiberboard. The lower cushion 2 comprises a nearly rectangular main body 6 and an engaging part 7 extending sideward from an end of the body 6. A pair of slits are formed in the part 7 in the longitudinal direction. On the other hand, a left and right side walls of a tray 1 are divided into first side wall parts 65, 66 and second side wall parts 68, 69 respectively. The side wall parts 65, 66 are connected to a rear side wall part 64, while the wall parts 68, 69 are connected to a front side wall part 67. An engaging slit is provided in each of the first side wall parts 65, 66 and second side wall parts 68, 69 for engagement with the slits of the part 7 of the cushion 2. By engaging these slits with those of the part 7, the tray 1 is formed, while the cushion 2 is fitted in the tray 1.
