PROBLEM TO BE SOLVED: To provide high-speed revolution of a flywheel or an object of test large in weight. SOLUTION: A high-speed rotary energy storage device, which stores energy by the inertia of a plumb 2 by rotating the plumb 2 making use of surplus energy, is equipped with a plumb 2 which performs high-speed revolution, a rotary shaft 3 which holds the plumb 2, a frame 5 which supports this rotary shaft 3 rotatably via roller bearings 41 and 42 in the condition where it is directed vertically, and a rotation means 6 which energizes rotating action to the plumb 2, and this energy storage device further has a suction energizing means 7, which energizes the force of sucking the plumb 2 upward by magnetic force.
