PURPOSE: An apparatus and a method for controlling the transmission of the entire header packet and a compression header packet in a communication system supporting the compression of a packet header are provided to improve transmission efficiency and compression and decompression efficiency by receiving the transmission result of the entire header packet or the compression header packet from an RLC(Radio Link Control) layer and adjusting the transmission of the entire header packet and the compression header packet in a PDCP(Packet Data Convergence Protocol) layer. CONSTITUTION: A PDCP layer has a header compression device for compressing a header of data received from an upper layer to convert the received data into the entire header packet or a compression header packet, and a header compression control device for controlling the header compression device. The PDCP layer has a data transmission device for transmitting the entire header packet or the compression header packet to an RLC layer. The RLC layer has a buffer and transmission device for storing the entire header packet or the compression header packet transmitted from the PDCP layer or transmitting the entire header packet or the compression header packet to a reception side. The RLC layer has a transmission failure discriminating device for discriminating transmission failure data among data transmitted from the reception side and transmitting transmission failure information to the PDCP layer.
